Our Name
In ancient Mesoamerican cultures, especially among the Maya and Aztecs, the number 400 symbolized innumerable or indefinitely high numbers. We chose this name to represent the countless voices of Hispanics whose families need to advance and incorporate into the American economy.

Our Founder

Jose-Pablo Fernandez has over 20-year experience educating low-income Hispanic parents. In 2001 he was invited by the Consul General of Mexico in Houston as the Director of the Mexican Cultural Institute, which he soon transformed into the  Mexican Institute of Greater Houston to provide education to Hispanic mothers. As no grants were available to the Institute unless it became an independent non-profit, he immediately went to Mexico City to negotiate with the Secretariat of Foreign Affairs for an independent Institute. It was approved and served as a guide to other Consulates throughout the United States.

With a grant from the Houston Endowment and in collaboration with Monterrey Tech, the first course started at the new Ripley House Center in Houston, followed by the Houston Community College and public schools in Harris County. Two years later, the Houston Independent School District granted $480,000 to bring the program to the district’s schools.

He left the Institute in 2007 and founded Parents Alliance to offer his PACT Program to Hispanic families in Texas, California and in Chicago and New York City. With all that experience, he realized that parents need a simple-to-understand smartphone-based-program to help their kids get to college. To that effect, in 2016, he founded 400 Voices, created the Road to College Program, and developed the PACT Movil web-app with a collection of easy-to-understand topics linked to the Road to College program. In 2023 he is launching the Superate y Tiunfa Initiative (Achieve and Succeed) .
